About North Korea?

Against the backdrop of tension on the Korean peninsula soaring to its highest level in decades, the world's new presumed super power decided the moment had come to strut its stuff. China dispatched its most important diplomat, state councilor Dai Bingguo, to Seoul for hurried talks with South Korean President Lee Myung Bak. Back in Beijing, the foreign ministry summoned journalists late on a Sunday afternoon to announce that China was calling on the U.S., South Korea, Japan, Russia and, yes, North Korea — all the members of the so called six party talks — to gather in December for "emergency consultations" on how to arrest the deteriorating security situation in the Koreas. With images of the bombed out Yeonpyeong Island still flickering on TV screens across South Korea and the country's military at its highest state of alert, China was calling for talks... about the resumption of the six party talks.
수십 년 만에 한반도의 긴장이 최고조에 이른 가운데, 이 새로운 세계 초강대국은 자신의 능력을 과시할 때가 됐다고 결심했다. 중국은 주요 외교인사인 다이빙궈 국무위원을 남한의 대통령 이명박과의 긴급대화를 위해 파견했다. 한편 베이징에서는 중국외무부장이 일요일 오후 늦게 기자들을 소집해서 이른바 6자 회담의 회원국인 미국, 남한, 일본, 러시아 그리고 북한 모두에게 한반도에서 악화일로에 있는 안보상황을 억제하기 위해 12월 “긴급회동”을 위해 만날 것을 요구할 것이라고 발표했다. 여전히 남한 전국에서 연평도 피격화면이 티브이 화면을 통해 보도되고 남한의 군 경계태세가 최고조에 이른 상황에서 중국은 6자 회담의 재개를 요구했다.

The South Korean response was polite enough, but firm. As a senior official in Lee Myung Bak's administration told TIME Tuesday, "we think the first thing for any member [of the international community] to do is to state North Korea' s responsibility for the recent attack." (China still hasn't.) Without that, this official said icily, "the suggestion for dialogue lacks any sincerity." In Washington Monday, White House Press Secretary Robert Gibbs didn't even bother being polite. He was derisive: "The United States and a host of others I don't think are interested in stabilizing the region through a series of PR activities."
남한의 반응은 정중하지만 단호했다. 이명박 행정부 고위 관료는 화요일 타임지와의 대담에서, “우리는 국제사회회원국들이 제일 먼저 해야 할 일이 최근의 도발에 대한 북한의 책임을 천명하는 것이라고 생각합니다.” (아직 중국은 그러지 않고 있다.) 책임에 대한 천명 없이는 “대화제의에 어떤 진심도 담겨 있지 않습니다.” 라고 이 관리는 냉정하게 잘라 말했다. 월요일 워싱턴에서 백악관 대변인 로버트 깁슨은 애써 정중한 모습을 보이지는 않고 냉소적으로 말했다. “미국과 다른 회담 당사국들은 일련의 (자국의 능력을 과시하려는) 홍보활동을 통해 한반도 상황을 안정시키는 일에는 관심이 없는 것 같습니다.”
Make no mistake: the world — and the United States and South Korea in particular — wanted China to do something. What they wanted — and still want — China to do is to send Dai Bingguo (or some other senior Party official who represents the very center of the Chinese power) to Pyongyang not to talk about the six party talks but to knock heads. And to keep knocking heads until Kim Jong Il and his third son, heir apparent Kim Jong Un, 28, get the message that the North's provocative behavior has got to stop.

Yet with North and South Korea inching closer to a resumption of one of the 20th century's bloodiest wars, the China's diplomatic response seemed tin-eared at best — and clueless at worst. It refused publicly to criticize its ally and then called for a resumption of a two-year-old diplomatic process that, at this moment anyway, is irrelevant. No wonder that an exasperated western diplomat in Seoul Monday told TIME that when it comes to North Korea, "China just seems to be missing the point."
남한과 북한의 20세기 최고의 유혈전쟁 재개가 임박해 지는 가운데, 중국의 외교반응은 기껏해야 똥인지 된장인지 구분도 못하고 있고 최악이라면 대책이 없는 것 같다. 중국은 북한을 공개적으로 비난하기를 거부했고 어쨌든 지금 당장은 엉뚱한 2년 묵은 외교 프로세스 재개를 요구했다. 짜증이 난 한 서울의 서구외교관이 월요일 타임지와의 대담에서 북한에 관한 한 “ 중국은 핵심을 놓치고 있는 것 같다.” 라고 말했다.
/tin ear 음치, 언어 감각이 둔한 사람
The point, he hastened to add, is this: China has already, through its sustained economic growth and its size, drawn South Korea into its orbit. Beijing is Seoul's largest trading partner, has been for several years now. No less than 21.5% of South Korea's exports in 2009 went to China. (Next on the list is the U.S., at just 10.9%.) Both South Korea and China, via trade, are making each other richer. A Seoul-led reunified Korea (minus the Kim dynasty) turns the North into one vast construction site almost instantaneously. And as anyone who has been to China once in the last two decades understands, the Chinese leadership knows a thing or two about turning a country into a construction site. Instead, the leadership in China seems content to play a conservative, balance of power, keep-your-buffer-state-afloat-no-matter-what game. The result is what the world saw last Tuesday with Pyongyang's unprovoked attack on sparsely populated Yeonpyeong island. Two civilians and two South Korean Marines were killed.

(미국이 10.9%로 그 다음이다.) 남한과 중국 공히 교역을 통해 서로를 부유하게 만들고 있다. 남한 주도의 통일 한국은(김씨 왕조는 빼고) 북한을 즉각적으로 거대한 공사현장으로 둔갑시킨다. 그리고 지난 20년간 중국에 다녀와 본 사람이라면 이해하듯이, 중국의 리더십은 한 나라를 공사현장으로 변신시키는 것이 어떤 건 지 잘 알고 있다. 대신 중국의 리더십은 조심스럽고, 세력균형을 맞추려는, 그리고 어떻게든 완충국을 가라앉히지 않으려는 게임을 하고 있다. 결과는 이유 없는 북한의 거주민 얼마 안 되는 연평도 공격으로 세계가 지난 화요일에 바라본 대로다. 두 명의 민간인과 두 명의 해병이 사망했다.

The publication of volumes of US diplomatic cables from WikiLeaks has raised a flutter in the press that perhaps China is of two minds about North Korea. It quotes the U.S. Ambassador to Seoul quoting South Korea's National Security Adviser, Chun Yung-Woo, quoting two unnamed Chinese officials saying China would be fine with a reunified Korea under Seoul's stewardship in a "benign alliance" with the U.S. — so long as it was not hostile to China. "The two officials," Chun said, were ready to "'face the new reality' that the DPRK [North Korea] now had little value to China as a buffer state." The WikiLeaks revelations also seem to reveal that Chinese officials — mostly foreign ministry officials or think tank "experts" can be as hopelessly wrong about what's actually happening in the North as anyone else.
위키리크스가 중국이 북한에 대해 아마 오락가락 하고 있다는 미국외교전문을 공개하자 언론계가 발칵 뒤집혔다. 인용에 따르면, 주한 미국대사가 남한의 천영우 외교안보수석이 익명의 두 중국 관리들에게 들은 바를 옮겼는데, 중국에 적대적이지 않는 한 미국과의 ‘온건한 동맹’에서 남한의 집사 노릇 하에 통일된 한국은 괜찮다는 것이다. 천 수석의 말에 의하면, “그 두 관리”는 북한이 완충국으로서 거의 가치가 없다는 “새로운 현실에 직면할 “ 준비가 돼 있다는 것이다. 또한 위키리크스가 공개한 내용은 중국관리들(외무부관리나 싱크탱크 전문가들)도 다른 사람들처럼 북한에서 실질적으로 무슨 일이 벌어지고 있는지에 대해 절망적이게도 틀릴 수 있다는 것이다.
